Key Challenges:
- Specific expertise needed to complete current procurement processes
- Investment in time completing paper work
- Need to reduce scale of service contracts to enable smaller organisations to bid
- Need for procurement to support scaling process of smaller user-led employment organisations
- Need for ‘social added value’ to be prioritised and recognised
- Over-focus on risk management of contracts
- Orthodoxy of economics of scale dominates
Recommendations:
- Develop more effective longitudinal measures to track return on social investmentGroup discussed need to develop ways of tracking those who have been involved in employment services in order to improve ability to make strong cases for social return on investment.
- Build an evidence base of the value of user employment services across the CollaborativeActively create and manage an evidence base for user-led employment services across the Collaborative
