      Feedback from 19th June Challenge session:

      Key Challenges:
      - Specific expertise needed to complete current procurement processes
      - Investment in time completing paper work
      - Need to reduce scale of service contracts to enable smaller organisations to bid
      - Need for procurement to support scaling process of smaller user-led employment organisations
      - Need for ‘social added value’ to be prioritised and recognised
      - Over-focus on risk management of contracts
      - Orthodoxy of economics of scale dominates

      Recommendations:
      - Develop more effective longitudinal measures to track return on social investment Group discussed need to develop ways of tracking those who have been involved in employment services in order to improve ability to make strong cases for social return on investment.
      - Build an evidence base of the value of user employment services across the Collaborative Actively create and manage an evidence base for user-led employment services across the Collaborative
      - Develop a model for agency-to-agency procurement of service contracts Link with timebanking to create a model of procurement between service agencies in order to increase service provision from user-led groups
      - Create organisational frameworks and support and incubation functions to grow new user-led enterprise - – Develop simple organisational frameworks so that new user-led service providers can develop rapidly and effectively.
      -Develop functions to support legal, accounting, strategy and measurement processes.
      - Collaborative organisations to lead on agency to agency procurement . Organisations signed up to the Collaborative should lead in the adoption of an agency-to-agency procurement model to increase the provision of services from user-led organisations
      - Link user employment services with Peer Support model in order to support scale Opportunities to align scaling of peer support functions with the scaling of user-led employment services in order to support positive ‘churn’ of members
